PED Harmonized Material
EN 10204 3.1 Certified

A sector where the standard is non-negotiable

Energy, petrochemical and capital equipment work with the highest regulatory density in the industrial world. The material must meet the correct standard, with the correct certificate, with no exceptions.

PED 2014/68/EU

European Pressure Equipment Directive. Governs all vessels, piping and fittings containing pressurized fluids. The material must be harmonized or specifically approved.

EN 10028-2

Standard for flat steel plates for pressure vessels. Defines P265GH and P355GH with guaranteed properties at room temperature and elevated temperature up to 400°C.

EN 13445

European standard for unfired pressure vessels. Specifies admissible materials, calculation methods and inspection requirements for the final equipment.

EN 10204 3.1

Type of inspection certificate mandatory in this sector. Issued by the steel manufacturer with results from the actual batch. Minimum requirement of the notified body for final inspection.

What does an equipment manufacturer for energy, petrochemical and industrial process need?

Six real requirements of a sector where a material specification error is not a nonconformity: it can be a plant shutdown or a safety incident.

Material harmonized under PED with no additional approvals

P265GH and P355GH are materials harmonized under PED 2014/68/EU: the manufacturer can use them directly without processing a particular appraisal before the notified body. Any other steel, including S355, requires that additional step for regulated pressure parts.

Properties guaranteed at service temperature

Process equipment operates at elevated temperatures. P355GH guarantees mechanical properties at service temperatures up to 400°C per EN 10028-2. Structural S355 has no such guarantee: its properties are certified only at room temperature.

3.1 certificate with full heat traceability

The notified body validates the material's 3.1 certificate to issue the equipment's final inspection. It must include heat number, full chemical composition and mechanical properties of the actual batch. A generic or incomplete certificate halts equipment certification.

Low-temperature toughness for cryogenic applications

Liquefied natural gas equipment and low-temperature tanks require steels with guaranteed Charpy values at -50°C or lower. S355 NL (EN 10025-3) covers down to -50°C with 27 J, and S355 NL1 down to -60°C for extreme conditions.

Heavy plate for supports and high-load elements in plant

Process plants require supports, skids and large-thickness structures for heavy equipment. S355 J2+N from 60 mm to 300 mm, with EN 10160 ultrasonic testing available for EXC3/EXC4 projects and critical plant components.

Lead times compatible with EPC project schedules

Engineering, Procurement and Construction (EPC) projects in energy and petrochemical have schedules with contractual milestones. A delay in supplying a critical material can trigger cascading penalties. Stock in Spain with 24-72 hour delivery eliminates that risk.

Each grade has its role in process equipment. The correct material selection determines notified body approval, equipment service life and installation safety.

P265 GH / P355 GH Pressure Vessel Plate — The process material

EN 10028-2 · PED Directive 2014/68/EU · Harmonized material · Service temperature up to 400°C

Application: Shells, courses and heads of process pressure vessels. Shell-and-tube heat exchanger housings. Gas-liquid and gas-gas separators. Distillation and absorption columns. Low and medium pressure process reactors. Gas accumulators and pressurized fluid tanks. Headers and equipment for industrial steam systems. Any apparatus subject to PED Directive 2014/68/EU.

Technical advantage: P265GH and P355GH are the only flat plate materials harmonized under PED for elevated-temperature applications. The fundamental difference with structural S355: EN 10028-2 guarantees mechanical properties at service temperature, strictly controls residual elements affecting high-temperature toughness, and certifies CEV for weldability under vessel manufacturing conditions. S355 has none of these guarantees and cannot replace them without a particular appraisal from the notified body.

Frequently asked questions in energy, petrochemical and capital equipment

Technical answers to the most common questions from project engineers, procurement managers and quality coordinators in the sector.

The choice between P265GH and P355GH depends mainly on the design pressure, service temperature and the wall thickness resulting from calculations per EN 13445 or ASME VIII. P265GH is optimal when the design pressure is moderate (generally up to 16-20 bar in standard-volume vessels), material cost is a determining factor, or better weldability is required at very heavy thicknesses. P355GH becomes preferable when pressure is high and you need to minimize wall thickness to reduce weight and material cost, or when the service temperature is elevated and P355GH's higher yield strength allows working with a thinner section while maintaining safety factors. For applications above 375-400°C, other grades outside the scope of EN 10028-2 may be necessary. Mayor Steel can advise on the optimal selection for your specific process conditions.

This is the most frequent question and the most dangerous confusion in the sector. S355 J2+N and P265GH have similar yield strengths at room temperature, but they are not equivalent for several critical reasons. First, EN 10028-2 guarantees the mechanical properties of P265GH at elevated service temperature: we know that at 300°C the yield strength does not fall below a specified minimum value. S355 has no such guarantee. Second, EN 10028-2 strictly controls the residual elements that affect toughness and fatigue resistance at high temperature. Third, P265GH is a material harmonized under PED: its use in regulated pressure parts does not require a particular appraisal from the notified body. S355 is not: it would need that appraisal, which involves additional testing and a process that lengthens and increases project cost considerably more than the price difference between the two materials. Mayor Steel does not accept this substitution in order to protect the customer.

Yes. For high-criticality projects that specify material inspection by a third-party body such as DNV, Lloyd's Register, Bureau Veritas or similar, Mayor Steel can coordinate the inspector's visit to the warehouse in Zierbena prior to shipment. The inspector verifies on-site the dimensions, material marking, documentation (3.1 or 3.2 certificates), and conformity of the material with the project's purchase specification. After the inspection, the body issues its own inspection certificate that complements the steel manufacturer's 3.1 certificate. This service must be arranged with sufficient notice to coordinate the inspector's availability. Mention it in the order or in the prior technical inquiry.

Yes. For heavy structural plate in thicknesses above 60 mm intended for reactor supports, compressor skids or critical structural components in plant, Mayor Steel offers ultrasonic testing per EN 10160 in classes S1 (full surface inspection) and S2 (edge strip) on request. This test detects internal discontinuities such as laminations, inclusions or segregations that are not visible in visual inspection but can compromise the integrity of a support under static or dynamic load. In petrochemical and process plants, where a structural failure can have serious consequences, UT testing on heavy plate is a justified investment. Mention it when requesting the quote so it can be included in the budget from the outset.

Mayor Steel maintains stock of P265GH and P355GH in the most in-demand thicknesses for manufacturing pressure vessels and process equipment. For thicknesses from 20 to 60 mm, availability from stock allows deliveries of 24 to 72 hours throughout the peninsula. For thicknesses out of stock or special dimensions, the lead time is 1 to 3 weeks on mill order, depending on thickness and volume. If you have a project schedule with defined delivery windows, let us know when requesting the quote: we can plan the supply in phases to fit the equipment manufacturing schedule and avoid documentation bottlenecks with the notified body.

Mayor Steel maintains permanent stock of steel plate in Spain and Portugal, with a warehouse in Zierbena (Bizkaia), strategically located next to the Port of Bilbao, one of the main industrial ports of the Iberian Peninsula. This position enables fast delivery times to equipment manufacturers for energy, petrochemical and industrial process throughout Spain, and facilitates export logistics for international EPC projects with components manufactured in Spain. Compared to Central European suppliers with lead times of 4 to 6 weeks, Mayor Steel is the go-to technical distributor for projects with tight schedules and PED-level documentation requirements in Spain and Portugal.
